Offline checklist
Read before relying on a packet
- Confirm the v2 SHI remains the public root.
- Confirm Phase 5 has not quarantined the packet.
- Confirm outside witnesses and Step 1 have not blocked release.
- Confirm Phase 8 public display mode before showing v3/SH3.
- Confirm Phase 9 release class before treating a packet as public-readable.
- Confirm release-facing artifacts report raw text as sealed.
- If Phase 8 or Phase 9 fields are absent, treat the capsule as stale and route back to the live Safe Harbor verifier.
